E-Commerce Tax Compliance in the Philippines: What Online Sellers Need to Know
Online selling in the Philippines has exploded. Millions of Filipinos generate income through Shopee, Lazada, Facebook Marketplace, TikTok Shop, Etsy, and other platforms — and a significant portion do so without registering with the BIR or declaring their income.
This is changing. The BIR has issued Revenue Memorandum Circular 60-2020 and subsequent issuances requiring all online sellers — regardless of platform or income level — to register and comply. Enforcement is increasing. Here is everything you need to know.
The Legal Reality: All Online Income Is Taxable
Under the National Internal Revenue Code, income from all sources — including online selling — is subject to income tax in the Philippines. There is no exemption for:
- Small or casual sellers
- Hobby-based income
- Sales made through foreign platforms
- Income received through PayPal, GCash, or bank transfer
The BIR's position is unambiguous: if you earn income from online activities, you are required to register as a taxpayer and file returns.
Who Needs to Register
You need to BIR registration if you:
- Sell products through any online marketplace (Shopee, Lazada, TikTok Shop, etc.)
- Sell through social media (Facebook, Instagram, Twitter)
- Offer freelance or professional services to local or foreign clients online
- Earn income from content creation (YouTube, TikTok monetisation, sponsored posts)
